General Membership Meeting on November 2, 2001 DRAFT 4 NOVEMBER 2001
The meeting is held at the Signal Hill Community Center and called to order by President John Rogers KF6TTR at 7:06 p.m. 41 persons signed the meeting attendance book. The Flag Salute is led by President Rogers.
Visitors welcomed: Daniel Van Beers and Berry Yolken of Long Beach, Nelson Delara of Norwalk (each not licensed); Randy Eubanks KA6EEO of Long Beach, David Smith KG6INK of Seal Beach and James Dunn N3ABQ of Orange.
Secretary’s Report: Tom Gibbons W9EYB reports the minutes for the October 5 General Membership Meeting and the October 8 Board of Directors meeting (draft) are at the head table. Also the approved minutes for the September 10 Board of Directors meeting. The secretary briefly explains why most club business is at the Board of Directors meetings. Our Constitution and By-laws make business affairs a Board of Directors responsibility. The membership may overrule any director action at their next meeting. Members are invited to each Board of Directors meeting. The next director meeting is Monday, November 5, 7 p.m. at the home of Fred Wagner KQ6Q, Cypress. Directions and a map are available on request. The next General Membership Meeting is Friday, December 6, at 7 p.m. here.
Suggestions from members are wanted for the ARALB Ham of the Year 2001 Award. Contact Rick Silva WA6ES, the Year 2000 award winner. Also, nominations for ARALB officer-director and director positions are needed.
Treasurer’s Report: Lisa Gibbons KF6QNG reports account balances as of October 31: Cash $150.00, Savings $2,815.22, Checking $2,909.34, Scholarship Fund CD $2,030.91 and the Scholarship Savings Transfer Fund $275.43.

- The Eagle Scout Court of Honor for member Robert Dalley KF6YGY is
scheduled for November 18 at 3 p.m. ARALB members are invited. He is a member of Troop 126, Long Beach. Congratulations, Robert!
- The Halloween Party outside the Signal Hill Community Center on Wednesday, October 31 was a success, with 7 ARALB members helping.
- Note the Signal Hill food drive; donate canned goods or cash tonight, or at the December 6 General Membership Meeting. Last year nearly 900 cans plus cash (including $100 by ARALB) were donated through the club program. Cool!
- The next Signal Hill event is Breakfast with Santa Claus, with details on December 6. Club volunteers are needed! Please help. Contact Carol Apt KF6THS.
- The Friday club net is 7:30 p.m. on 145.520 MHz simplex with club news.
- The Thursday ARES nets: 6:30 p.m. on 449.780 MHz repeater (131.8 PL) and 223.800 MHz repeater (156.7 PL), also at 6:45 p.m. on the 1.2 GHz repeater. The 7 p.m. net on 145.520 MHz simplex for the Los Angeles County ARES Southeast Section. Hear the weekly amateur radio news report at 6:45 p.m.

Testing Testing Committee chair Tom Gibbons W9EYB reports ARALB monthly Amateur Radio testing, all classes, through the Greater Los Angeles Amateur Radio Group VEC (GLAARG) is scheduled for Saturday, November 17, 9 a.m. at the California State University–Long Beach University Police Station, 1331 Palo Verde Ave. (between parking lots 9 and 11). Enter Lot 9 from Palo Verde Ave. (at its intersection southbound with Anaheim Road). Follow the Testing signs North from Lot 9. Pre-registration is recommended through Don Boyce (562-420-9480). Talk-in on the 449.780- MHz repeater (131.8 Hz tone). Contact Tom at 562-529-8644. Fee $4 for 1 up to all 4 elements; same session retests are also $4.
The Testing Committee will process routine license actions for only $2 (renewals, address or name changes, Vanity call sign [plus FCC fee], etc.). Testing at other times and locations may be arranged through Tom using the ARRL-VEC at $10, with $4 to our club. Join our testing program as a VE. We have the GLAARG-VEC and ARRL-VEC forms and will help with speedy accreditation! Tom offers on the job training as a VE.
Starting October 15 the FCC will no longer process license actions using the FCC Form 605 issued prior to March, 2001. Also the applicant’s date of birth and FCC CORES FRN “N” number (if you have one) must be shown on the form. The SSN is still used as the Taxpayer ID. The ARRL-VEC and GLAARG-VEC will issue new 605 forms to conform with the changes.

W6RO Club Station Wireless Room Station Manager Nate Brightman K6OSC tells that on November 11 W6RO operators age 55 or older, with family, have free admission to the ship, parking $5 (a $4 discount).
W6RO QSL Cards: A QSL Committee chair and possibly some new committee members will be needed. Check with John Rogers KF6TTR. This is a considerable service to Wireless Room operators and to the ARALB. A little of your time means a lot!

Long Beach ARES: The Long Beach Marathon is Sunday, November 11. Up to 50 Amateur Radio volunteers are requested for the radio assignments. A training session on Terrorism is announced for Tuesday, November 6, 6:30 p.m. at the Long Beach Fire Training Academy. No fee or pre-registration required.
Ray Rittenhouse KF6WZN reports a Hospital Emergency Drill on Thursday, November 15, 7 a.m. to Noon. Amateur Radio Operators are needed. Call Ray.
American Red Cross Emergency Services worker Berry Yolken asks for 6 Amateur Radio Operators at the Greater Long Beach Chapter on Saturday, December 8. Call the chapter.

The Oscillator Editor Carina Lister KF6ZYY will summarize the secretary’s meeting minutes. Director meeting minutes will be 1 month late in order to print the approved version. The secretary has draft copies of the recent director meeting minutes available at each meeting. Carina reminds the 15th of the month deadline for articles and other information for each coming issue. Her contact information is printed in each newsletter.
New business:
Annual Signal Hill Members Rick Silva WA6ES and George Apt KF6THT are recognized by the
Food Drive Donation president to speak. They move to authorize the donation of $100.00 to the City of Signal Hill for the current food drive, that this is an annual donation and should not be forgotten. The president points out that this question is on the agenda for the Board of Directors meeting on Monday, November 5. Vice
President Ray Rittenhouse KF6WZN invites Rick and George outside the meeting room to explain the procedures required by our Constitution and By-laws for the conduct of club business. The motion is then announced by the president as withdrawn.
ARALB Web Page Mike Yaworski WB6VUB tells that he is making changes to the “new” website, soon to be available at the www.aralb.org site. When finished, he plans to assign the routine maintenance and updating to senior high school student members Robert Dalley KF6YGY and Tommy Kolat KD6ENO, as authorized earlier by Board of Directors action.
Meeting Program Chuck Williams KN6DB and Tom Gibbons W9EYB offer the program “How to Prepare for Emergency Communications.” Tom opens with a brief overview of the FCC Rules, Section 97.1(a), making emergency communications our #1 reason to be a licensed radio service. The importance of membership and participation in ARES and RACES is described. Joining in emergency nets and training is necessary to reach communicator and shadow communicator skills and to maintain skills. The role of the Federal Emergency Management Agency (FEMA) and its Radio Amateur Civil Emergency Service (RACES) are explained. The less formal and more used Amateur Radio Emergency Service (ARES), through the American Radio Relay League, is described. Long Beach ARES/RACES application forms are offered to each person, with encouragement to join tonight or soon, and to be an active participant.
The member egg drawing winner tonight is Robert Dalley KF6YGY. He is not present. The Board of Directors will consider on November 5 if the drawing amount will continue to increase by $5 each meeting when not claimed, or starts over at $5 for the next meeting at the $30 unclaimed level.
No further business is presented. Motion to adjourn made, second. No discussion. The motion is approved. The meeting is adjourned at 9:15 p.m.

next General Membership Meeting is Friday, December 6, 2001, 7:00 p.m. in the
Signal Hill Community Center. The
program is scheduled to be Damage Assessment, offered by Disaster Services of
the Greater Long Beach Chapter of the American Red Cross. This is a Red Cross certification

before 7 p.m.
